Anne volunteered for an independent student housing coo... Anne Sackrison is CSI’s Chief Executive Officer and has been with the organization since 1997. She has worked in multiple departments including certification, IT, education, and operations. Anne volunteered for an independent student housing cooperative at Michigan State University while earning her bachelor’s degree in journalism at the College of Communication Arts and Sciences. She is currently active with the National Affordable Housing Management Association (NAHMA) and has earned her executive level National Affordable Housing Professional designation (NAHP-e) and her Credential for Green Property Management (CGPM). Anne shares CSI’s core values of Cooperation, Education, Excellence, Integrity, Respect, and Volunteerism. She is an avid volunteer in her community. Anne believes that volunteers have the power to positively impact and build thriving local and global communities. Outside of work, Anne brings the world into her home by hosting exchange students with her family. She enjoys reading and spreading kindness.

Tim is CSI’s Chief Operations Officer and has been with the organization since 2007. He got his start at CSI as a co-op liaison in Michigan, before transferring to our Massachusetts region to work as the regional operations manager. He then relo... Tim is CSI’s Chief Operations Officer and has been with the organization since 2007. He got his start at CSI as a co-op liaison in Michigan, before transferring to our Massachusetts region to work as the regional operations manager. He then relocated back to Michigan and into his current position. A graduate of the University of California San Diego, with a working background in construction, education and real estate, Tim feels right at home in CSI operations. He is currently an active member of the National Affordable Housing Management Association and is licensed as a real estate broker. In his spare time, Tim enjoys spending time with his family and playing ice hockey.

He has been engaged in his role overseeing construction and large scale renovations since 2008. After graduating from Ferris State University with a Bachelor’s degree in Construction Management and an Associate’s degree in Building Technology, he held positions as project manager for a GC firm specializing in multi-family construction and renovation, then time as a national construction manager for a large developer/property manager. Mel takes on each project with enthusiasm and belongs to NAHB (National Association of Home Builders) HBA, and CAM (Construction Association of MI). In his personal life, spending time with family and friends makes the top of his list with fixing things taking a close second.

Brenda is the National Service Coordination Manager for CSI Support & Development and has been with the organization since 2017. Brenda is the National Service Coordination Manager for CSI Support & Development and has been with the organization since 2017. Prior to that she worked for the Michigan contract provider of service coordination since 2012. Brenda has worked in various housing settings for older adults, including skilled nursing, assisted living, group homes, home care, and the PACE program, but has found her love in affordable housing. Brenda received a bachelor's degree in sociology from University of Florida, a master's in social work, a certificate in gerontology, and a certificate in social welfare research and evaluation from Wayne State University, and a master's in human resource management from Colorado State University - Global Campus. Brenda volunteers for the Detroit Area Agency on Aging to deliver holiday Meals on Wheels and has previously volunteered on various host committees in Detroit, such as the Super Bowl XL host committee. In her spare time, Brenda likes to read, cross stitch, and spend time with her son and dog.

Roland Pascua is one of CSI’s Manager of Human Resources assisting in overseeing the overall operations of the Human Resources department. Roland has been with us since May of 2024 and brings extensive HR consulting experience and has worked in a variety of industries including staffing, financial and medical. With over 25 years of corporate executive, operations, and human resource experience, we look forward to Roland’s contributions to CSI as our organization continues to grow. Community involvement is also important to Roland as he is currently serving as a board member for Make-A-Wish Michigan and former board member for Hope Water International. He has a bachelor’s degree in human resources management from Oakland University, Auburn Hills, Michigan. Born in Canada and raised in Troy, Michigan, Roland now resides in Rochester Hills, Michigan, with his wife and two children. In his free time, you will find him spending time with his family and friends.

Darla is the California Regional Manager for CSI Support & Development and has been with the organization since 1993. She has been in the affordable housing industry since 1984, and has worked with multi-family public housing, certificate & vouc... Darla is the California Regional Manager for CSI Support & Development and has been with the organization since 1993. She has been in the affordable housing industry since 1984, and has worked with multi-family public housing, certificate & voucher housing programs and senior housing. At CSI Support & Development she has worked in certification, accounts receivable, accounts payable, as a Building Coordinator, Liaison, and Regional Operations Manager before becoming the Regional Manager. Darla received a B.S. in Business Management from California Lutheran University, graduating with honors—cum laude, all while working full time. She has specialized education in various aspects of property management as well as federal, state and city housing management programs. Recognitions include: NAHP-e executive; FHC Certification, NCHM Tax Credit Specialist, NAHRO Certified Public Housing Manager; NCHM Low-Income Housing Specialist; Section 8 Certificate and Voucher Housing Specialist. Darla is a member of NAHMA and its local partner, AHMA-PSW, and participates in National and Local LeadingAge. In her spare time, she loves to travel and sojourn with family and friends and enjoys volunteering with her church family, Forever Found and 2nd Story--two local community non-profits that exist for the prevention, rescuing and restoration of victims of child trafficking.

Lickel is the Michigan regional operations manager for CSI Support & Development and has been with the organization since 2009. He began in the certification department and moved to the liaison department in 2010 before becoming the Michigan regional operations manager in 2022. He holds a bachelor’s degree in Sociology/Anthropology from Kalamazoo College. He enjoys spending time with his wife, two kids, dogs, playing soccer and cooking. Lickel is also bilingual in English and French. He gives his time to the community by volunteering and belongs to several co-ops.

Stacey Phelps is the Regional Operations Manager for CSI Support & Development in Maryland and has been with the organization since 2012. She started as a co-op liaison, and shortly after served in the role of Education Coordinator before transitioning into operations in 2017. Stacey’s passion for volunteering and seniors led her to CSI where the mission and vision match her personal values. Stacey received her Bachelor’s Degree in Communications from Towson State University where she is an active member of the Alumni Association. Volunteering is an integral part of her life, as she spends much of spare time volunteering with homeless shelters and her children’s schools.
